Franco-German coordinated call for proposals on protection of critical infrastructures

The French National Research Agency (ANR) launches in 2014 a coordinated Franco-German Call for Proposals on Protection of Critical Infrastructures, in partnership with the German Federal Ministry of Education and Research (BMBF).

In Germany as well as in France energy, water and transport infrastructures are a vital backbone for society and the economy. These critical infrastructures form a dense grid within, and partially between, both countries and may be closely interconnected. Citizens and businesses rely on these infrastructures, on their smooth operation and dependability. Various new challenges arise for the effective protection of critical infrastructures. The increasing interconnections as well as the opposite trend of organising installations in a more decentralized way lead both to new risks and vulnerabilities. This is a focal field for civil security research in Germany and France, and also within the European context.

With this call for proposals the German Federal Ministry of Education and Research (BMBF) and the French National Research Agency (ANR) build on the longstanding successful Franco-German collaboration in science and technology. They aim at intensifying their bilateral cooperation in the area of civil security by funding interdisciplinary research projects in which German and French partners work together to develop solutions enhancing the security of critical infrastructures. With their bilateral cooperation on civil security research, France and Germany not only want to strengthen future national security but also want to provide a contribution to the European security architecture.

Research shall be conducted within Franco-German consortia. Funding will be provided to collaborative projects that conduct research into innovative civil security solutions for improving the protection of critical infrastructures in the area of energy (for example electricity, oil, gas and fuel) and water supply and transportation as well as their interdependencies. Research is expected to create added value from the Franco-German cooperation.

Projects shall aim for holistic solutions to increase the security of the population and follow an interdisciplinary approach. Thus, technological as well as societal aspects that are relevant for security solutions should be included.

Thematic priorities for research to be funded are:

  1. Energy and water infrastructures
  2. Transport infrastructures
  3. Interdependencies between critical infrastructures
  4. Cross-cutting social and economic aspects of protecting critical infrastructures

The appelsprojetsrecherche.fr portal centralises all information on calls for proposals and calls for applications from ADEME, ANR, Inserm including ANRS, Anses and INCa. It provides a simplified access to upcoming and ongoing calls, giving a greater visibility to funding opportunities. Following their closing date, the calls remain published for a few months.
