Investments for the Future: Third Phase Worth €10 Billion Announced

The French President announced 21 June a third Investments for the Future programme phase (PIA 3) worth €10 billion. The following paragraphs outline the programme, which is designed to prepare France for the challenges of tomorrow. An account of the role played by ANR in its implementation is also given.

The French President announced 21 June a third Investments for the Future phase worth €10 billion. The programme, provided for by 2009’s "Juppé - Rocard" Report, is one-of-a-kind initiative designed to prepare France for the challenges of the future. Investments for the Future can be summed up in three key concepts:

  • Excellence, because universities, institutes, laboratories, teams, entrepreneurial and industrial projects are selected based on “excellence” criteria and either assessed by panels or independent peer reviewers.
  • Innovation, because projects must bring new ideas to the table to benefit from the programme.
  • Cooperation, because our aim is to work together with the future leaders of our country.

An overall appropriation of €57 billion to prepare France for the challenges of tomorrow

Thirty-five billion euro were allocated during the programme’s first phase (2010 onward), benefiting higher education, research, value creation and innovation in strategic sectors of the French economy (industry, digital, transportation, energy, health). A €12 billion second endowment subsequently reinforced the programme’s already strong momentum. The €10 billion announced by the French President for a third Investments for the Future programme (AIP 3) will serve to further initial ambitions and address three priorities: supporting the advancement of education and research, enhancing research and accelerating the modernisation of enterprise.

ANR and Investments for the Future
Since 2010, ANR has been the lead manager for the Investments for the Future programme in the fields of higher education and research, in charge of project selection, funding and monitoring. Under the second Investments for the Future programme, the Agency was appointed manager for the “higher education and research” themes. The Agency will be one of four State-appointed managers for the upcoming third programme.
