The programme aims to promote the hosting of prominent junior or senior researchers from abroad, by offering them substantial funding to carry out ambitious research in various new domains that are rare or nonexistent in France. The programme is intended to enable host entities to strengthen their international visibility and appeal through innovative research and by availing themselves of new international networks.
To this end, the @RAction programme will offer between €150,000 and €900,000 in funding so as to allow the researchers who are selected to benefit from high quality and high level hosting conditions that will enable these scientists to carry out their basic, technological, or industrial research for periods ranging from 36 to 48 months. In addition, the financing can be used to cover all or part of researchers’ salaries.
The @RAction programme is notable for its outstanding flexibility and strengthened efficiency, with the goal of sustainably attracting to France new talents from diverse origins (simplified eligibility criteria; maintenance of financing to strengthen the project in the event supplemental financing is obtained; portability of funding to another institution in the event a candidate is recruited under a permanent contract).

Project proposals are to be submitted by each candidate in his or her capacity as Principal Investigator. However, once a given project has been selected for financing, the ANR will conclude a contract with the institution (moral person) and not with the researcher in charge (physical person). Hence before submitting his or her proposal, the researcher in charge needs to ensure himself or herself of the commitment on the part of the host institution that will need to sign the grant agreement in the event the candidate is selected.

It provides a simplified access to upcoming and ongoing calls, giving a greater visibility to funding opportunities. Following their closing date, the calls remain published for a few months.
