Submission summary

Mental and psychosocial disorders, disability issues, and child welfare are major challenges in the pediatric population, involving significant diagnostic, therapeutic, educational, institutional, social, economic, and political stakes. Currently, there is a lack of robust and systematic epidemiological data to guide policies, institutional frameworks, and practices related to the care, support, and inclusion of children and adolescents in France. This data gap has been highlighted in the most recent public reports. The information contained in the National Health Data System (SNDS) is likely the most reliable source for addressing contemporary challenges in mental health, disability, and child protection—especially as it will soon integrate data from the Departmental Houses for Disabled Persons (MDPH).

On the other hand, epidemiological studies face limitations in explaining observed phenomena and must be complemented by qualitative research to shed light on the data in the context of public policies, institutional dynamics, and specific clinical and practical challenges related to childhood and adolescence.

The EOLE LabCom is uniquely positioned to conduct in-depth analysis of the numerous clinical, demographic, institutional, and social variables that contribute to the diagnosis, care, support, and inclusion pathways of children and adolescents in the areas of mental health, disability, and child welfare.

The clinical dimension is supported by researchers from CIRCEFT (Paris 8) and CERMES3 (Paris Cité), while statistical analysis is entrusted to Median Conseil, a company specialized in health data analysis. The proven expertise and synergy of these three entities should enable LabCom EOLE to become a leading observatory and resource center on the epidemiological and clinical issues affecting children and adolescents.

The LabCom program is structured around six joint actions:

Analyzing the multiple variables contributing to the diagnosis, care, and inclusion of children and adolescents, with the goal of creating a unique database focused on this population.
Linking institutional cohorts to the SNDS, including data from health, social, and medico-social institutions.
Creating Health Data Warehouses (EDS) in the fields of child psychiatry, disability, and child welfare, by integrating internal institutional data with the SNDS, and generating new research and development opportunities for public authorities and businesses.
Providing a national platform consolidating all this data for research and communication purposes.
Developing tools and implementing specific algorithms for the fields of childhood and adolescence, focusing on research, targeting, and prevention.
Integrating the EOLE platform and data with artificial intelligence systems and tools for clinical decision support and public health recommendations.
The partners will work on publishing articles and reference works, and will make the developed data/results/tools available to health agencies, specialized institutions, and public authorities. They will also ensure the strategic positioning of the EOLE Observatory within its economic and social environment, with a focus on research and development, commercialization, and utilization of the generated data.

EOLE will progressively expand its scope to include issues related to adult mental health, disability, and social health inequalities.
