Submission summary

The purpose of the NOSAP project is to develop a program of quantitative and qualitative investigations on the non take-up of the care of the precarious workers. The principal interrogation relates to the relations between ' absences of medical follow-up ' or ' renouncement of the care ', and plurality of precariousness in matter of employment, work, incomes, social protection. The phenomenon of non take-up appears in France after other countries. Emergence of the theme and the term of non take-up is underway both in the political and scientific debate. The complexity of this phenomenon obliges to seize it field by field. That of health is particularly concerned. The inequalities of health return to the progression of social and economic precariousness and to their impacts on the consumption and ways of life. The analysis of non take-up of the care allows a precise approach of the relationship between "Health, Travail and Society” around an in-depth thought on the relations between the access to the care and precariousness today. The analysis directly interests the definition of programs of public policies, since it leads to the proposal of tools of probability of risks of non take-up of the care. The study of the data of the National Health Insurance Fund is in the heart of NOSAP project. It is about a social and medical data base single: more than 650 000 consultants per annum on the whole of the French territory. This study will give place to several statistical works aiming at finely describing the profiles of the people in situation of non take-up of the care. It will be supplemented by qualitative works launched on a regional level. These works will be undertaken near consultants of the Centres of examinations of health of the Sickness insurance, but also near young people in insertion and students in BTS considering their vulnerability as regards access to the care. Two postal investigations will prepare the talks near these groups of young people. Quantitative and qualitative work will include longitudinal approaches, since the consultants in situation of non take-up can re-be inquired. The project mobilizes the technical Centre of support and formation of the Centres of examinations of health of the National Health Insurance Fund and the Observatory of the non take-up to the rights and service of the UMR n°5194 of CNRS. It profits from active collaborations between the two organizations and from complementary scientific competences. The results of NOSAP project will give place to an academic diffusion through the publication in French and English in international reviews, like with a broader diffusion in summaries intended for the actors of health. The results will be discussed the third year during a European seminar, which will be proposed for financing with BIOMED Program, with the intention of preparing a European comparative investigation. The planned duration of the entire NOSAP project is 36 months.
