Foundations for climate-resilient cultural heritage: Assessing and managing impact and risk, dealing with damage and loss (RCH)

The European Partnership RESILIENT CULTURAL HERITAGE announces the 1st Call for joint research and innovation projects with an indicative total public funding of over EUR 27 million. Projects are due to commence as from December 2027.

The Resilient Cultural Heritage (RCH) initiative has been established as a co-funded European partnership bringing together 34 funding organisations from 30 countries, under the Horizon Europe programme co-funded by the European Union. The partners have agreed to launch the first Joint Transnational Call (JTC) 2027, aimed at collaborative and innovative research projects designed to strengthen societal resilience through cultural heritage in Europe and beyond.

The French National Research Agency (ANR) will launch a call for transnational projects in October 2026 under the Resilient Cultural Heritage (RCH) Partnership, aiming to make cultural heritage more resilient and to rethink the links between social sciences and humanities, heritage sciences and climate sciences. This call will take place in two (2) stages: submission of pre-proposals and full proposals.

Call opening: October 26th 2026 (indicative)
Deadline for pre-proposal submissions: January 11th 2027 (indicative)

The objective of this call is to fund research and innovation projects that contribute to renewing the approach to cultural heritage in the face of climate change challenges. This will be achieved through a transdisciplinary approach combining humanities and social sciences, engineering sciences, and climate sciences. The funded projects are expected to generate knowledge and resources that can be used by decision-makers to implement heritage and climate policies aligned with ongoing challenges.

Sub-theme 1: Risk and impact assessment and cultural heritage risk preparedness and management

Sub-theme 2: Managing the loss and damage of cultural heritage impacted by climate change-induced natural hazards

Sub-theme 3: Traditional, local and indigenous knowledge systems and practices as resources and frameworks for societal resilience in the context of climate change

Sub-theme 4: Sustainable governance of the cultural heritage sector

General conditions for application

Only transnational projects will be funded.

The following conditions must apply:

  • Project duration: 24 to 36 months
  • Joint research proposals may be submitted by applicants belonging to one of the following categories (according to national/regional regulations):
    • Non-profit organisations and entities which have public research mission (research organisations, higher education institutions, scientific cooperation foundations),
    • Other non-profit entities (public bodies, NGOs, other non-profit privat associations),
    • Private companies
  • The consortium must include at least three (3) partners from three (3) different countries, requesting funding from three (3) different Funding Partner Organisations (FPO). Each of these partners must be eligible for the FPO from which it seeks funding. All three (3) legal entities requesting funding from three (3) different FPOs must be independent of each other.
  • Maximum of seven (7) eligible partners.
  • Maximum of two (2) eligible partners requesting funding from the same country.
  • Self-funded partners: Partners that do not request funds from one of the participating FPO’s (including partners who would be eligible per se but choose to participate with own funding, partners from non-funding countries or partners who are not eligible according to national/regional regulations of participating funding organisations). There is no limit on the number of self-funded partners. Self-funded partners do not count towards the maximum number of partners.
  • Legal entities from Member States and Associated Countries that are public bodies, research organisations or higher education establishments (including private research organisations and private higher education establishments) and that participate in a project as beneficiaries or affiliated entities must have, at the time of the grant signature and for the duration of the grant, a Gender Equality Plan (GEP) in place that meets the requirements set out in the general annexes of the Horizon Europe work programmes1.

The ANR will exclusively fund French partners of selected projects, up to a maximum of €250,000 per partner [€350,000 maximum if the partner is the Lead Project Investigator (LPI)].

Pre-proposals and full-proposals must be written in English.

A two-step submission and evaluation procedure has been established for joint applications: pre-proposals and full-proposals stages. In both stages, one (1) joint proposal document shall be prepared by the partners of a joint transnational project. Full-proposals will only be accepted from applicants explicitly invited by the Joint Call Secretariat to submit to participate in stage 2.

Proposals must be submitted through the EPSS submission platform (proposals submitted directly to the ANR will not be eligible).

On stage 2, full proposals where the consortium includes at least one (1) partner applying for funding from ANR – must follow a parallel submission procedure via the ANR’s IRIS platform. To do so, the partner applying for ANR funding, or the ‘lead’ partner if more than one (1) partners would apply for ANR funding – will be asked to notify ANR of the submission of their full proposal on stage 2 by completing a registration form on the IRIS platform.

Please note that the national/regional funding organizations may require additional documentation from applicants according to national/regional regulations. It is the responsibility of each project partner to ensure that all the necessary documents are submitted on time to the appropriate recipient.
