First transnational call for project "Long-term Joint Europe-Africa Research and Innovation Projects on Sustainable Energy" (LEAP-SE)

LEAP-SE is a 6-years program conducted by a consortium of about 20 partners from European and African countries, co-funded by the European Commission under Horizon Europe. This partnership is based on the achievement of previous programs such as LEAP-RE program. LEAP-SE aims at developing a long-term partnership between Europe and Africa on Research and Innovation (R&I) on sustainable energy within the framework of the Climate Change and Sustainable Energy (CCSE) partnership of the AU-EU High Level Policy Dialogue (HLPD) on Science, Technology and Innovation.
Call topics:
The aim of this call for projects is therefore to help promote joint projects between Europe and Africa in the field of sustainable energy. Each proposal must address at least one of the seven Multi-Annual Roadmaps (MAR) described in detail in the text of the call for projects and on the LEAP-RE website.
- Assessment of Renewable Energy Sources and integration of RES in sustainable energy scenarios (MAR 1)
- End‐of‐life and second‐life management and environmental impact of RE components (MAR 2)
- Smart stand‐alone systems (SAS) (MAR 3)
- Smart grid (different scale) for off grid application (MAR 4)
- Processes and appliances for productive uses (PRODUSE) (MAR 5)
- Innovative solutions for priority domestic uses (clean cooking and cold chain) (MAR 6)
- Production and utilization of green hydrogen (MAR 7)
Participating countries:
African Union: Algeria, Egypt, Morocco, Senegal, South Africa, Tunisia
European Union Member States and associated countries: Austria, Belgium, France, Germany, Italy, Portugal, Romania, Türkiye
Modalities:
A consortium applying to the cofund call must consist of at least four project partners: at least two independent legal entities from two different Member States or Horizon Europe associated countries and another two independent legal entities from two countries in African Union.
At least one partner of the Consortium should be from a EU Member State or Horizon Europe associated countries participating to the cofund call and eligible to receive support from the relevant participating funder and one partner from an African Union country participating in the cofund call and eligible to receive support from the relevant participating funder. Each consortium must include at least one partner from the institutional research sector (academic, public research centre, non-profit organisation, etc.) and one partner from a commercial company coming both from participating countries. African partners from other countries than participating countries may also be funded (see the text of the call for more details), although the resources available for this are limited.
ANR will be funding projects on Fundamental/Basic Research, Industrial/Applied Research and experimental development from TRL 2- 6 in the subject of the MAR 1,2,3,4,5,6 and 7 (all MAR).
Partners of the selected proposals will be funded directly by their respective national or regional agencies. As a result, national/regional regulations apply in addition to call rules.
ANR will only fund French teams. In particular, French partners requesting funding from ANR should read the document "Appendix for Partners requesting funding from ANR", available on this page.

The submission and evaluation of projects will take place in two stages. All projects must be submitted via the submission portal provided by the ANR, the link to which can be found in the text of the call, respecting the format and procedures requested, as indicated on the official LEAP-RE website (see link above).
No project proposal will be accepted after the submission deadline. Only pre-proposals selected after the first evaluation step will be allowed to submit a full proposal.
