However, overseas research institutions continue to face persistent structural constraints, linked to an insufficient critical mass of research staff that is very unevenly distributed across the territories, to a certain thematic dispersion of research forces, affecting the mobilization of scientific communities, and to difficulties in attracting internationally visible profiles.
The "Overseas Springboard" call has four main objectives:
- attract and anchor young high-level researchers and teacher-researchers, working in France or abroad, to overseas research institutions;
- structure and strengthen local research ecosystems through ambitious scientific projects, led by profiles capable of federating and leading teams;
- participate in the integration of the overseas territories into structured cooperation with the countries of their regional ocean basin;
- strengthen the positioning of overseas institutions in European competitive calls, in particular Horizon Europe, by using the springboard as a lever for ramping up.
The eligible host institutions are the overseas universities of the French overseas departments and territories:
- the University of the West Indies (Guadeloupe and Martinique);
- the University of Guyana;
- the University of Reunion;
- the University of French Polynesia;
- the University of New Caledonia;
- the University of Mayotte.
The amount of aid allocated to a laureate under this call is €300,000 (including the shares of the manager and laboratory preciput).
The funding will enable the laureates to develop, over a period of two years, an original research program with high visibility and structuring potential.
