4th edition of the Transnational Call from the European Partnership Driving Urban Transitions - DUT 2025
The DUT call for projects aims to fund transnational research and innovation projects that address urban challenges on an international scale, helping cities to make the transition to a more sustainable economy and operating model.
Through research and innovation projects, this partnership aims to develop the skills and tools (including technological ones) needed to stimulate and bring about the necessary and urgent urban transformations, and to put existing and new knowledge and data into practice.
The Driving Urban Transitions Partnership's main objective is to support transnational research and/or innovation projects (public and private stakeholders) that address urban challenges, helping cities to transition to a more sustainable economy and way of functioning.
The themes identified for this call have been grouped according to 'Transition Pathways' :
- The Positive Energy Districts (PED) Transition Pathway aims to develop innovative solutions for the planning, large-scale implementation, and replication of Positive Energy Districts (PEDs) in urban and peri-urban areas across Europe.
- The 15-minute City (15minC) Transition Pathway aims to encourage sustainable mobility choices, redistribute urban space, and reorganize activities to make cities more climate-neutral and resilient, accessible to all.
- The Circular Urban Economies (CUE) Transition Pathway aims to foster urban areas, communities, and neighborhoods supported by circular resource flows, while improving the wellbeing of their inhabitants and ecosystems. It promotes urban planning and design based on regenerative urbanism, combining the principles of circular economy, urban greening, and equitable access to urban spaces and resources.
ANR will cover the three topics (and all sub-topics).

A project consortium must be built of at least three independent legal entities entities from at least three different countries. Additionally, at least two of the partners within a consortium must be from EU Member States or countries associated with Horizon Europe.
Partners of the selected proposals will be funded directly by their respective national agencies. Consequently, in addition to the rules specific to the call, national/regional eligibility rules also apply.
ANR will only fund French teams. In particular, French partners requesting funding from ANR should read the document "Terms and conditions for partners applying for ANR funding", available on this page.
Project submission and evaluation will take place in two steps. All project proposals must be submitted through the Uefiscdi Application Portal respecting requested format and terms, available online on the DUT website.
No project proposal will be accepted after the submission deadline.
Partners requesting funding from ANR invited to stage 2 must also submit their proposal on the ANR submission website. The exact link and deadlines will be communicated by email at a later date.
