2nd transnational call for proposals 2023 of the European Clean Energy Transition Partnership - CETP

The CETPartnership Joint Call 2023 is the second annual co-funded call under the CETPartnership and is co-funded by the European Commission under the Horizon Europe Partnership scheme. For France, the ANR participates to the funding of this call with ADEME and the Pays de la Loire Region.


The Clean Energy Transition Partnership (CETPartnership) is a transnational initiative on joint Research, Technological Development and Innovation (RTDI) programming to boost and accelerate the energy transition, building upon regional and national RTDI funding programmes (national agencies, regions…).

Scope and topics of the call

The Second CETP Call will be structured into 12 thematic call modules, arising from 7 Transition Initiatives (TRI) related to the major challenges to favour the clean energy transition.

ANR, ADEME and the Pays de Loire Region will fund some of these call modules, as indicated in the table below. The French and Loire applicants will be funded only in the call modules where ANR, ADEME et Pays de Loire Region are positioned on.

The call text, also containing the list of countries and regions participating in this call and their positioning with regard to the call modules, is available on the CETP website.

A project consortium must be built of at least three independent legal entities (i.e. at least one Coordinator and two other Beneficiary Partners) applying and deemed eligible for funding by relevant national/regional Funding Organisations from at least three different countries participating in the Call. Of these three entities, at least two must be from EU Member States or HE Associated Countries.

Partners of the selected proposals will be funded directly by their respective national or regional agencies. As a result, national/regional regulations apply in addition to joint call rules. The ANR will only fund French teams. In particular, French partners requesting funding from ANR should read the document "Appendix for Partners requesting funding from ANR", available on this page.

Deadline for pre-proposals submission : 2023-11-22 at 14:00 CET
Deadline for full proposals submission : 2024-03-27 at 14:00 CET

Project submission and evaluation will take place in two steps. All project proposals must be submitted through the CETPartnership Application Portal respecting requested format and terms, available online on the CETP website.  

No project proposal will be accepted after the submission deadline.

Only pre-proposals selected after the first evaluation step will be allowed to submit a full proposal. Partners requesting funding from ANR invited to stage 2 will be contacted by email (deadlines and address will be specified) to submit their full proposal to the ANR platform.

Consult the upcoming and current calls of the portal

The portal centralises all information on calls for proposals and calls for applications from ADEME, ANR, Inserm including ANRS, Anses and INCa. It provides a simplified access to upcoming and ongoing calls, giving a greater visibility to funding opportunities. Following their closing date, the calls remain published for a few months.
