Les évolutions de l’enseignement supérieur et de la recherche au niveau international ont conduit au développement d’une compétition entre les universités de tous les pays pour attirer les meilleurs profils académiques, les personnels d’appui les plus compétents, les étudiants les plus talentueux et les ressources matérielles les plus importantes. Une pression s’exerce donc sur les établissements français pour se maintenir aux meilleurs standards internationaux à travers les ressources humaines (attractivité, professionnalisation), le recrutement et l’accompagnement des étudiants (bourses, mobilité, etc.) ou l’environnement des activités de recherche et d’enseignement (services d’appui, équipements et installations de recherche).
