Work Programme and Generic Call 2016 Published

On 18 June 2015, the ANR Governing Board adopted Work Programme 2016, a text outlining ANR's actions and calls for proposals for the 2016 budget exercise. Work Programme 2016 is the agency roadmap for the year to come; it presents the research priorities for 2016 as well as the funding instruments offered to researchers. The Work Programme is intended for the scientific communities, for academia and industry alike (especially SMEs and intermediate-sized companies).

 

WP 2016 fits into the larger ecosystem of other national and European research funding mechanisms

ANR's Work Programme falls within the scope of "France Europe 2020", the Strategic Agenda for Research, Technology Transfer and Innovation and the National Strategic Agenda (SNR). As it drafts its Work Programme, ANR canvases the national thematic Alliances and the CNRS for proposals. The agency also consults with Scientific Challenge Steering Committees for feedback concerning the previous year's campaign. In this sense, the Work Programme was prepared in coordination with the French Research Ministry.

Work Programme 2016 is divided into four cross-cutting components, each endowed with its own budget. Each component also has its own separate funding instruments, calls for proposals, and distinct programmes:

  1. Major societal challenges
  2. At the frontiers of research
  3. Building the European Research Area (ERA) and France's international attractiveness
  4. Economic impact of research and competitiveness

A significant portion of the funding offering combined into a generic call for proposals

Holding a generic call for proposals allows for the mutualising of a large number of each component’s actions. A description of the generic call can be found in the document detailing submission procedures and selection processes.

Specific calls for proposals are also launched alongside the generic call. These correspond to specific research instruments (OH Risk, LabCom, Industrial Chairs, Carnot, Hosting High-Level Researchers, MRSEI, Astrid, etc.), or to specific European and international calls (bilateral and multilateral calls, calls launched under the ERA-NETs and JPIs). Each call for proposals will be launched with its own call text and a dedicated calendar (Follow along on ANR's website and Twitter page).

Structure of ANR's funding offering

 The generic call for proposals was opened on 24 July 2015. The deadline for submitting pre-proposals (Collaborative Research Projects - PRC, Collaborative Research Projects involving Enterprises - PRCE and Young Researchers - JCJC) is 13 October 2015 at 1 p.m. (Paris local time).

Generic Call for Proposals open to international collaborations

To facilitate international collaboration, ANR has concluded bilateral agreements with its sister agencies. Projects grouped under this heading (International Collaborative Research Projects - PRCI) are part of the generic call for proposals but follow their own specific submission calendars. The countries concerned by these agreements are (to be confirmed): Germany, Austria, Brazil (States of Pernambuco and Sao Paulo), Canada, China, India, Hong Kong, Singapore, Switzerland, Taiwan and Turkey. The definitive list of agreements established by ANR for this call for proposals will be posted on the ANR website no later than 15 September 2015. All related annexes will also be available by this date at the latest. Project coordinators interested in applying to a PRCI must also register their projects by 13 October 2015.

Applicants may also submit projects outside the scope of bilateral agreements with one or several foreign teams from any country.  Such projects are subject to the generic call for proposals process.
