The French National Research Agency publishes its 2023 Work Programme
A Work Programme developed as a continuation of the 2022 Edition
As the ANR’s annual roadmap, the Work Programme includes France’s research priorities. The Agency relied on seven Programming Advisory Panels (CPP), which met in the first half of 2022 to draft the 2023 Work Programme, in collaboration with scientific communities and institutional stakeholders in research. These panels reflect the five areas of the national research alliances, and Mathematics and Physics in all its aspects. They include representatives of the ANR, the Ministry of Higher Education and Research (MESR), other ministries, national research alliances, the French National Centre for Scientific Research (CNRS), the Conference of University Presidents (CPU), and private research.
In keeping with the previous edition, the 2023 Work Programme is structured around four interdisciplinary components, each with a specific scientific budget and funding instruments, calls for proposals and programmes.
The “Specific calls excluding AAPG”, “Building the European Research Area (ERA) and France’s international attractiveness” and “Economic impact of research and competitiveness” components have not been subjected to major changes. Small changes were made to the “Research and Innovation” component of the Generic Call for proposals (AAPG).
2023 AAPG: 56 scientific themes and 5 funding instruments are maintained
All research themes of the 2023 AAPG, the ANR’s main call, are renewed. However, the texts and/or keywords presenting each theme were changed to better define their scientific scope. Thus, 37 research themes are presented in 7 disciplinary areas, and 19 themes correspond to interdisciplinary challenges. Each theme has its own Scientific Evaluation Panel (CES).
The features of the 5 AAPG funding instruments (PRC, PRCI, PRCE, PRME and JCJC1) remain unchanged, though the conditions to apply for the “Single-team research project” (PRME) funding instrument, created in 2022, were relaxed. If successful, the ban on submitting a project for the AAPG will now be limited to one year, compared to two in 2022. Even though the PRME funding instrument supports a single research team, occasional collaborations are now allowed, under the same basis as the JCJC instrument. The requirements regarding the staff mobilised on the PRME project are also relaxed to 1.5 full-time research equivalent in 2023 (including project engineers), compared to 2 in 2022, to encourage and facilitate the submission.
The rule governing the automatic invitation to stage 2 of the 2023 AAPG, the projects added to the complementary list of the 2022 AAPG, but not selected for funding, is also renewed. When projects are submitted again in stage 1 of the 2023 AAPG, they are automatically invited to stage 2 without prior evaluation by Scientific Evaluation Panels, subject to eligibility.
Furthermore, following the evaluation of the project re-submitted to the 2023 AAPG, the members of the committee may access project reviews conducted during the 2022 AAPG, only if the coordinator wishes so. The 2023 AAPG is now open to follow-up projects of ANR-funded projects and high-risk projects with little preliminary results.
The ANR reaffirms is commitments
In its 2023 Work Programme, the ANR reaffirms its commitment to comply with the principles of the Code of Ethics and Scientific Integrity, the development of a policy to reduce gender inequalities in Higher Education and Research (ESR), Open Science, Sustainable Development Goals, the promotion of scientific, technical and industrial culture (CSTI), respecting the Nagoya Protocol regarding the access to genetic resources and traditional knowledge associated, and the protection of the Nation’s scientific and technical potential (PPST).

Presentation of the 2023 Work Programme during the ANR Tour
The ANR will be hosting the 7th edition of the ANR Tour, from 6 September to 5 October 2022, to support scientific communities, managers, and institutional stakeholders in research in the reading its 2023 Work Programme.
Within the framework of this annual event, the Agency’s teams will coordinate about thirty webinars around the themes of the 2023 Work Programme, funding instruments and calls for proposals proposed, the themes of the AAPG by scientific department, financial regulation, Open Science policy, or tools to monitor the projects. Three in-person meetings will also be proposed.
These conferences will provide an opportunity for researchers, managers and institutional stakeholders to interact live with representatives of the ANR’s scientific and administrative department, to support them in their efforts. More than 3,000 people took part in the previous edition.
