Open Science
The ANR’s open science policy is fully in line with the French National Plan for Open Science, built around three main objectives:
- Promoting full and immediate open access to scientific publications
- Contributing to the sharing and opening of research data, source code, and software
- Developing a concerted approach on the national, European, and international level
Promote full and immediate open access to publications
The ANR is committed to full and immediate open access to scientific publications while respecting bibliodiversity and the existence of a plurality of publication routes. As such The coordinator and partners of projects funded by the ANR from 2022 commit to :
- To make available in immediate open access under a Creative Commons CC-BY license or equivalent, any scientific publication resulting from a funded project via one of the following routes:
- Publication in a natively Open Access journal
- Publication in a subscription journal that is part of a transformative agreement or in a transformative journal
- Publication in a subscription journal using the Right Retention Strategy (RRS), in accordance with the procedures indicated in the grant agreement

- Submitting, at the time of publication at the latest, the full text of the scientific publications (version Author Accepted Manuscript or Version of Record) in the national open archive HAL, and mention the ANR research project reference (e.g. ANR-22-CE64-0001) as well as a persistent identifier (A DOI for instance).
- Furthermore, the ANR recommends its grantees to make available in open access their peer-reviewed books and book chapters resulting from their grants under a Creative Commons or equivalent (CC-BY is recommended). The ANR encourages the project coordinator to deposit the full text of the chapter or book in the national open archive HAL (version Author Accepted Manuscript or Version of Record) and mention the ANR research project reference (e.g. ANR-22-CE64-0001) as well as a persistent identifier (A DOI for instance).4. Finally, the ANR recommends the deposit of preprints in open archive or platforms.
The ANR’s open science monitor
Contribute to the opening, sharing and reuse of research data
The ANR supports European and international alignment efforts on the structure of open research data, and is guided by the principle: “as open as possible, as closed as necessary”. The Agency draws coordinators’ attention to the importance of considering data management and sharing at the project development phase. It requires all projects funded since 2019 to produce a Data Management Plan (DMP), a document that summarizes the description and evolution of datasets, and prepares for the sharing, rese and preservation of data.
In the interest of consistency, the ANR follows the recommendations of the Committee for Open Science (CoSO), which it has consulted on this matter. It uses the Science Europe DMP template, which aims to promote the international alignment of research data. The Agency has worked closely with the French Institute for Scientific and Technical Information (INIST) to ensure that its DMP template is integrated into the OPIDoR DMP tool, so that plans can be completed online: https://dmp.opidor.fr/public_templates
The template is intended for all of the ANR’s grantees, in accordance with their discipline-specific requirements. The ANR must receive it within six months of the start of the scientific research work. The plan will be updated as the project progresses in accordance with the procedures set out in the grant allocation document and the ANR financial regulation.
Finally, in accordance with the second national plan for open science, the ANR recommends its grantees to make available their software developed during the research project under an open license and encourages the storage of their source codes in Software Heritage with the description in HAL with the indication of the reference (decision code) of the ANR funding.
Promoting a collaborative approach of open science
At the national level
The Agency works with members of the wider French research and innovation community (funding agencies, research bodies, alliances, etc.) to better define and coordinate efforts to promote open access to publications and data. The ANR is represented on the steering committee of the Committee for Open Science’s permanent secretariat. In addition, the Agency coordinates the Open Science Network of French funding agencies with ADEME, Anses, ANRS-MIE and INCa, signatories of the Joint Statement in support of Open Science. At the European and international levels
The ANR is also involved in various cross-border initiatives, in which it advances the French position in favour of open science and It is a co-founder and a member of cOAlition S, which brings together several funding bodies to accelerate the transition to full and immediate open access to scientific publications, and it supports the Plan S. It is also a member of the Science Europe open science group. The ANR launched with cOalition S, OPERAS and Science Europe the Action Plan for Diamond Open Access. It has been a signatory of the San Francisco Declaration since 2018 and is a member of the Coalition for Research Assessment (COARA).

The ANR also promotes open science by launching dedicated calls for proposals, such as the “Research on open science practices and issues” call for expressions of interest, the “Flash Open Science: research practices and open research data” call for proposals, or the ERA-NET CHIST-ERA “Open and Re-usable Research Data and Software” call for proposals.

The ANR open science monitor
The ANR open science monitor measures the open access rate of publications with a Crossref DOI resulting from The Generic Call for Proposals (AAPG) and France 2030 programme (including the Investments for the Future programme 2, 3 and 4) since the 2016 edition. The ANR open science monitor supports the implementation of its policy in favour of open access to publications and measure its effects
The HAL-ANR portal
Developed in collaboration with the CCSD, this portal brings together and promotes all of the scientific publications arising from projects funded by the ANR.
The Action Plan for Diamond Open Access
Alongside cOAlition S, OPERAS and Science Europe, the ANR launched the Action Plan for Diamond Open Access, in order to support and develop an equitable and sustainable open access publishing model led by the scientific community.
This Action Plan aims to bring together Diamond Open Access journals and platforms around shared principles, guidelines, and quality standards respecting the cultural, multilingual and disciplinary diversity that constitute the strength of the sector.
