L’Atelier de Réflexion Prospective « Changements environnementaux planétaires » (CEP) est un consortium de plus de 120 experts issus de différents organismes publics ou privés menant des actions de recherche sur le changement global. Il est coordonné par l’INSU et piloté par Hervé Le Treut, membre de l’Académie des Sciences, et associé au Comité National Français sur le Changement Global (CNFCG), représentant français du programme international Earth System Science Partnership (ESSP). Ses membres forment un groupe éminemment pluridisciplinaire, recouvrant les sciences du climat, de la physicochimie, de l’écologie, de l’agronomie, de la biogéochimie, de l’économie, des sciences sociales, humaines et politiques. Il a été lancé en janvier 2009 pour une durée d’un an, en interface avec l’ARP ADAGE (ADaptation de l’AGriculture et des Écosystèmes anthropisés au changement climatique).

Suite à l’appel à candidature Carnot 2 ouvert sur le site de l’ANR et clos le 7 février, le comité Carnot a, lors de sa réunion plénière du 5 avril 2011, proposé à Madame la Ministre de l’Enseignement supérieur et de la recherche une liste motivée de structures qu’il recommandait de labelliser. Madame Valérie Pécresse a annoncé les 34 lauréats « instituts Carnot 2 » le 28 avril 2011, en suivant les recommandations du comité Carnot.
