France 2030, a major investment plan to innovate in tomorrow’s priority areas
Supporting emerging stakeholders with innovations and decarbonising the economy
With a budget of €54 billion, France 2030 is an Investment Plan aiming to sustainably transform the key sectors of our economy (energy, automotive, aeronautics or space) through research, innovation and industrial investment. It seeks to position France as a leader of tomorrow’s economy.
The challenge is to help research organisations, universities and enterprises to successfully transition in these strategic sectors and respond to major existing challenges. 50% of France 2030’s credits will be dedicated to emerging stakeholders with environmentally friendly innovations, and 50% to decarbonise the economy.
To achieve this dual ambition, 10 objectives have been defined to:
Manufacture better
- Develop small, innovative nuclear reactors in France, with better waste management
- Become the leader in green hydrogen and renewable energies
- Decarbonise the industry
- Manufacture around 2 million electric and hybrid vehicles each year
- Manufacture the first low-carbon aircraft
Live better
- Invest in healthy, sustainable and traceable food
- Manufacture 20 biopharmaceuticals for cancer, chronic diseases, including those related to age, and creating the medicals devices of tomorrow
- To position France back at the forefront of cultural and creative content production
Consume better
- Take part in the space adventure
- Invest in deep seabeds
6 levers (raw materials, components, digital technologies, talent and innovation funding, development of higher education, research and innovation ecosystems) have also been established to reach these objectives.
France 2030 is led by the French General Secretariat for Investment (SGPI), on behalf of the Prime Minister, and implemented by the ANR, the French Environment and Energy Management Agency (ADEME), Bpifrance and the Caisse des Dépôts et Consignations (CDC).
The ANR is the operator of France 2030 for Higher Education and Research-related actions
The ANR, as the operator of France 2030 for ESR-related actions, sets up calls for proposals, as well as the agreement, funding, monitoring, audits in itinere and ex-post evaluation of the projects selected.
It is worth noting that the evaluation of the projects submitted is conducted by international juries, according to selection criteria defined in line with the priorities of France 2030, and the Prime Minister makes the final selection, on a proposal from the jury. These large-scale training, research and equipment projects require substantial funding that may be spread over more than 10 years. Within the framework of France 2030, the French State entrusted the ANR with a budget of€12 billion out of the €54 billion plan, whose implementation will be conducted in collaboration.
Since 2010, 80 calls were launched by the ANR on diverse actions and themes
The Agency has launched around 80 calls for proposals, programmes or expressions of interests since 2010, leading to the submission of around 3,000 project proposals. These calls cover a wide range of actions and themes on research topics such as biotherapies, aging and disability, quantum computing on the fly, development of plant proteins or green hydrogen, and on a transdisciplinary topic: skills and jobs of the future.
Recently, the “ExcellenceS in all its aspects” call, with a €800 million budget, helped select 17 projects, as part of stage 2, in addition to the first 15 winning projects. This call aims to support ESR institutions with an ambitious transformation project on the scale of their site, in implementing their own strategy developed according to their territorial dynamic and specific needs. The projects selected are structured around issues on ecological and climate transition, global health, educational innovation and interdisciplinarity, or culture and the relationship between Science and society.
That is also the case for the “Exploratory Priority Research Programmes and Equipment (PEPR)” call targeting emerging scientific or technological sectors, proposed by scientific communities, likely to lead to the launch of a National Strategy and be integrated later. 4 projects focusing on climate change and digital transition issues were selected at the end of the first wave, and 13 new Exploratory PEPRs were selected at the end of the second wave in July 2022. Around twenty exploratory PEPRs will be launched by 2023, for a total amount of €1 billion.
