The FURET approach: improving discretion and acceptability of urban worksites
Society's demand for minimizing urban works annoyance is acute. However, these projects fully contribute to reach the goals of a sustainable city in constant renewal. The “FURET” (Discrete Urban Works) project therefore addresses the urban environment in all the complexity involved in the multitude of urban works that are operating simultaneously on a territory, that territory being itself the support of a variety of functions, uses and services that need to find a way of harmonious coexistence.
Looking for discretion at different scales
The research conducted in the FURET project has produced a variety of results and products, which are delivered in various stages of completions. The central contribution of the project is a Decision Support Instrument prototype, coupled with, an operational approach, Référence du formulaire : ANR-FORM-090601-01-01 6/20 methodical elements, as well as an international benchmarking, all of which are structured in three conceptual levels:<br />- The «territorial discretion«, which is primarily aimed at managers of public space and at the project manager, will equip the planning, in space and time, of a stream of projects distributed over the urban territory: can we arrange in order that a sum of urban worksites is less harmful than the accumulation of the nuisances caused by each urban worksite taken separately? - The «project discretion«, which is aimed at project managers and contractors, will equip their ability to optimize the organization and planning of a worksite operation in a given place and time, with the best integration possible in its urban environment.<br />- The «targeted discretion« meanwhile, proposes specific actions that can be taken towards certain populations (schools, seniors, merchants ...) or some special devices creating interfaces between the life of the project and the city (site visits, breakfasts offered to residents with construction teams, small temporary facilities and amenities, etc.).
Societal demand to 'minimise disturbance' from worksites while ensuring the transformation and sustainable management of ground, above-ground and underground infrastructure assets is heightened in urban areas and takes part fully in sustainable development objectives. The Discrete Urban Works Project ('projet Chantiers furtifs urbains') approaches the city with its complexity of a multitude of worksites conducted co-actively within a region, the diversity of their functions and usages, types of disturbances and environmental impacts relating to all urban services. The project seeks in particular to produce multicriterion decision support models and tools in order to anticipate worksite organisation and technical options capable of significantly attenuating the impact of worksites on the quality of life of city dwellers. Greatly marked by the systemic approach and task interaction and integration within the project, as well as by new synergies between the sciences of the engineer and the social and human sciences, the deliverables provide a validated range of design and functional levers acting on discrete project aspects: multicriterion decision support tools, effective control of underground infrastructures, industrial organisation of worksites, and worksite acceptability factors with a suitable perspective on Europe and beyond. The integration of the entire system over urban areas experiencing constant revitalisation will validate the relevancy of project output and the capacity of local authorities to better master the degree of worksite discretion for more sustainable towns and cities.
