La France et l'Allemagne partagent une vision et un outil commun pour le développement de la recherche partenariale : les instituts Carnot et Fraunhofer sont des organismes de recherche et de technologie dédiés au développement et au transfert de sciences et technologies au bénéfice de l'économie et de la société.
France and Germany share a common vision and instruments for the development of technological research. Carnot institutes (IC) and Fraunhofer institutes (FhI), as research and technology institutes, are specialized knowledge organizations dedicated to the development and transfer of science and technology to the benefit of the economy and society.
Les objectifs de cet appel à projets sont d'établir des recherches collaboratives et des projets innovants franco-allemands entre les instituts Carnot (IC) et les instituts Fraunhofer (FhI) avec l'ambition de :
The aim of this call is to establish German-French collaborative research and innovation projects between Fraunhofer Institutes (FhI) and Carnot institutes (IC) with the goals to:
- Renforcer le leadership en recherche industrielle (au niveau national ou international)
- Enhance leadership on national and international industrial markets
- Préparer le transfert de technologies et de connaissances vers l'industrie
- Prepare the transfer of technology and knowledge to industry
- créer des alliances stratégiques franco-allemandes entre des organisations de recherche d'excellence
- Create long-term strategic French-German alliances between excellent research organizations
Suite au Forum franco-allemand sur la Recherche 2008, l'ANR et le BMBF se sont accordés, dans un Memorendum of Understanding, sur un programme conjoint de 3 ans finançant des projets de recherche franco-allemands de recherche collaborative et d'innovation entre les IC et les FhI. Bien que la coopération entre Fraunhofer et Carnot se concentre sur les thématiques de l'énergie, de l'environnement, de la santé, de la sécurité civile, des technologies de l'information et de la communication (STIC) et des transports, l'appel à propositions qui s'ouvre novembre 2009 n'est pas limité à ces thématiques.
Following the French-German Forum for Research 2008, the ANR and the BMBF agreed, in a Memorandum of Understanding, on a 3 years joint-programme, funding German-French collaborative research and innovation projects between the FhI and the IC. Although the Fraunhofer-Carnot Cooperation is concentrated on thematic areas of energy, environment, health, civil security, transport and information and communication technology, the call opening in November 2009 is not limited to these areas.

- l'Annexe A - Specific French Financial Form. Elle sera remplie par les partenaires français uniquement en utilisant les onglets coordinateur et partenaires qui se suivent/ Annex A : Specific French Financial Form. This document will be filled by the French partners only, from "coordinator" sheet to partners sheets without any blank
- l'Annexe B - Specific German Financial Document. Ce document sera rempli par les partenaires allemands uniquement/ Annex B - Specific German Financial Document. This document will be filled by the German partners only

Une version imprimée de l'annexe A signée de tous les partenaires français(représentants légaux et directeur des instituts Carnot) devra être envoyée par courrier recommandé avec accusé de réception au plus tard le :
A hard copy of the submission file Annex A, signed by all the French partners (legal representatives and the director of the Carnot institutes), by registered letter with recorded deliver, must be send before:
