CASD (Centre d’Accès Sécurisé aux Données, Secure Data Access Centre) is an equipment allowing users (researchers, datascientists, consultants) to access and work with individual and highly-detailed microdata, subject to strict confidentiality measures, in the most secured conditions.
Based on the observation that research based on official microdata analyses could help improve the understanding of our society and policy evaluation, access to this rich and underused resource has been at the top of the agenda in France for the past 15 years.
Initially set up in 2010 as an initiative from GENES and INSEE to provide secured and remote access to confidential official microdata for research purposes, CASD has progressively expanded into an essential actor in the field of secured data access with national & international recognition and an exceptional satisfactory rating among its stakeholder communities. As time passes, the number of data holders from various sectors (i.e. not only official statistics but also the domains of health, bank, energy, insurance, lodging, social security, etc.) choosing CASD as their designated means of dissemination has increased, along with the number of data users and the potential impact on and understanding of the evolutions of the French social, economic and political frameworks.
Thanks to the Equipex funding program, CASD has been able to make the proof of its initial concept; and to build up, maintain and strengthen its IT infrastructure & team while constantly improving its offer, services and technological & technical know-hows, and playing a major role to change the national legal frameworks re. data access. In 2016, CASD entered its maturity phase – with about 160 data sources, over 500 user projects gathering 1,570 data users; while diversifying its activity, usage and perimeter – and is progressing toward its operational & financial sustainability, which will be one of its major challenges for the years to come.
